The Imminent Completion of Canada’s First LNG Export Facility
As the Shell-led LNG Canada project in Kitimat, British Columbia approaches the conclusion of its first phase, preparations for commissioning and start-up activities are in full swing.

Progress and Milestones
According to Jason Klein, CEO of LNG Canada, the construction work at the facility is nearing completion, with commissioning activities soon to commence. This marks a significant milestone in what is the largest private investment in Canadian history.
Klein’s statement, released on March 7, mentioned that commercial operations are expected to begin by mid-2025. The first LNG carrier to depart from the facility down the Douglas Channel will transport British Columbia-produced LNG to joint venture participants and their customers.
Local and Indigenous Contributions
With over 30,000 Canadians having contributed to the project thus far, and nearly 9,000 Canadians working at the Kitimat site as of January this year, Klein highlighted the substantial value generated for local, Indigenous, and other businesses in British Columbia. Contracts and subcontracts have already totaled over $4.7 billion, including more than $3.8 billion allocated to Indigenous-owned and local businesses.
Additionally, the province of British Columbia stands to benefit significantly from direct revenues, estimated at $23 billion over the project’s lifespan.
Environmental Initiatives and Partnerships
The LNG Canada project has also made strides in environmental sustainability, including a $500 million contract with HaiSea Marine, a joint venture between the Haisla Nation and Seaspan. This partnership will provide harbor and escort tugboat services with battery-powered and low-emission vessels.
Notably, LNG Canada boasts the lowest carbon intensity among large-scale LNG export facilities worldwide, with emissions 35% lower than the top-performing facilities and 60% lower than the global average.
Future Expansion and Collaboration
Looking ahead, Klein mentioned ongoing discussions with joint venture participants about a potential Phase 2 expansion for LNG Canada. This expansion could unlock additional revenues for the government, benefit local communities and businesses in British Columbia, and provide lower carbon LNG to countries pursuing energy transition goals, all while aligning with CleanBC, the province’s emissions reduction plan.
Project Overview
LNG Canada, a collaboration between Shell, Petronas, PetroChina, Mitsubishi Corporation, and Korea Gas Corporation, will feature a natural gas receiving and LNG production unit, a marine terminal with the capacity for two LNG carriers, a tugboat dock, and LNG loading lines. Other components include LNG processing units, storage tanks, a rail yard, a water treatment facility, and flare stacks.
The initial production capacity is set at 14 million tonnes per annum (mtpa) from the first two trains, with more to come in the future.
