Government Stands Firm on Delaying AI Regulation
The stance of the UK government on refraining from implementing legislation to govern artificial intelligence (AI) until deemed essential has been reiterated, with the tech industry viewing this decision favorably for balancing safety and progression.
In continuation of the AI whitepaper release in March 2023, the government initiated a public consultation to gather input on its proposed framework, emphasizing an approach that supports innovation in AI regulation.
On 6 February 2024, the government responded to the consultation by emphasizing its strategy of empowering existing regulators to address AI concerns without immediate legislation. This method aims to maintain the UK’s agility in comparison to global competitors while positioning it as a frontrunner in secure and ethical AI advancement.
The government’s response also indicated contemplation of imposing mandatory requirements on certain companies engaged in developing highly advanced AI systems. Voluntary measures were deemed inadequate considering the risks associated with cutting-edge capabilities.
However, the government assured that any future regulations would be carefully targeted at a select group of developers focusing on the most advanced general-purpose systems.
During an appearance before the Lords Communications and Digital Committee on the same day, digital secretary Michelle Donelan defended the government’s approach, cautioning against hasty legislation that could limit flexibility.
Donelan highlighted the government’s careful consideration of various factors, including protecting copyright holders from potential infringements by large language models (LLMs) while ensuring support for the growing AI sector.
The preference for ongoing stakeholder engagement over immediate legislation was emphasized, with Donelan stressing the need to avoid rushing into decisions that could hinder progress.
Acknowledging the divergence in opinions between industry representatives on voluntary conduct codes for AI data use, Donelan confirmed government-led initiatives to find mutually acceptable solutions.
She underscored the importance of striking a balance between safety and innovation in AI development, emphasizing that safety measures are essential for fostering acceptance and maximizing AI’s potential benefits.
By prioritizing a cautious and collaborative approach, the UK government aims to navigate the complexities of AI regulation while fostering a conducive environment for technological advancement.
