Recently, Liz Baldwin made a significant career move from consulting engineer Mott MacDonald to Network Rail. She will be overseeing the Southern region’s renewals portfolio for the next decade. During her time at Mott MacDonald, Liz held the position of managing director of the highways and intelligent transport systems division.

Introduction of the Southern Renewals Enterprise

Network Rail’s Southern region is implementing a new model called the Southern Renewals Enterprise (SRE) as part of Control Period 7 (CP7) starting in April 2024. This initiative aims to manage the £9bn renewals portfolio from 2024 to 2034. The key component of this project is the Southern Integrated Delivery project (SID), which involves partnerships with VolkerFitzpatrick, VolkerRail, Octavius, AtkinsRéalis, and Network Rail.

The SRE model is based on the Project 13 principles of the Institution of Civil Engineers, emphasizing collaboration for better long-term planning in the railway industry.

Exciting Opportunities Ahead

Liz Baldwin expressed her enthusiasm for her new role as SID director within the SRE. She emphasized the importance of improving efficiency and safety in delivering renewals collaboratively across the region. By working closely with Network Rail, Liz aims to enhance the overall passenger experience within the Southern region.

Prior to her current role, Liz was involved in various high-profile projects such as the Wessex Capacity Alliance, HS2, and Crossrail 2. Her background in the Corps of Royal Engineers brings a unique perspective to her leadership position.

Embracing a Radical Approach

Ellie Burrows, managing director for Network Rail’s Southern region, commended Liz’s appointment, highlighting the innovative approach being taken with the Southern Renewals Enterprise. This new model aims to establish long-term relationships with supply chain partners to deliver better outcomes for passengers and freight users.

The Southern region, encompassing areas like Dorset, Hampshire, and Kent, is known for being the busiest and most congested in the country. By implementing these transformative changes, Network Rail aims to make a positive impact on both passengers and freight users.
